There´s lots of ways doing it.
For this pic, I first played around with colors and the brightness.
Then I added the lighting effect filter, to darker the bottom.
Then applied the.. ummm... what is it, I cant remember!! The '---- glow' under the Distort in filters!
But the result on this was pure luck, that I have to say. :rotfl:

Oh and dont forget the motion blur. Just a little, 2-3 will do.

Just a OT tip for you photo editors out there.
If you want to have a glow on your image, duplicate the image and add gaussian blur to the duplicated one. So that the image is blurred. Then change the images blending option. I cant remember which one it is. Try the different ones.
