I can srrongly recommend Trigger Maru Overhauled 2.5 to you, as it improves almost every part of the game without any drawbacks, including japanese air forces. They are somewhat harder to kill and are more eager to kill you, but the spawning rate has been greatly decreased to give you a more realistic environment of battle/war. Same for the shipping.

This mod greatly improved gameplay for me, well it made the game very playworthy to say the least. Maybe it does for you too
