I'd love to have SH3Commander work again. I was very careful setting up the program and files for it. I suspect it might have something to do with the Malfunctions&Sabotage setting, or something similar.
UPDATE: SH3Commander works fine if I disable Malfunctions&Sabotage; UPDATE 2: While
SH3Commander doesn't CTD if I disable Malfunctions&Sabotage, I'm not sure if the other settings carry over; for instance, even though I have fatigue turned on, my crew never gets fatigued.

Like H.sie's hardcode fixes, Stiebler's lets you 'pick-and-choose' options. Some require editing of the menus and commands. The full list of possible changes are entitled: Silent-Running, Surrender, "Smoke on Horizon", Asdic (for shallow water), CAM-ship, Reduced-Ship-Warnings, Change Patrol Grid request, Minimum TC, IMproved BDU Congratulations, Null Grid fix, Weather Meter, Air Torpedo (FIDO), and Ship Speed. I'll send you via mail the documentation that comes with his mod.

I will be trying ivanov.ruslan's suggestion and see what happens.
UPDATE: That setting adjusts the speed
the dial pops out, and not a delay
before it pops out. However, setting it about half to a third at least helps.
