If you are playing at 100% you will be limited to what mods you can use.
The Wolves of Steel 2.1 Compatible Additional Mods And Addons By vdr1981
There also some further compatible mods in my tutorials.
You can also use TDW's Option File Editor Viewer (OFEV) to enhance your game further with special attention to the Real Navigation tab if you want make your game even harder.
