I could even imagine that he saw the need of demonstrating to higher ranks in the bureaucratic hierarchy how very much he was caring for doing the politically correct after that original incident, which again would -if true - illustrate the questionable priorities many instittuions these days are getting loaded with.

Another possibility I could imagine is that he wanted to express a personal opposition to the Donald's behaviour over certain events in the not so distant past. Ther format could again be questioned, even if the cause appears as noble.
