Games and applications can be found in the Control Panels Pprogram and Features.
STEAM downloads will automatically default to the Program Files (x86) directory on your C drive.

You can uninstall the game and you will also find the Ubisoft/Uplay game launcher there as well.
Whether there is a STEAM application also there I cannot tell you.
It maybe that STEAM is integrated into the SH5 game rather than a separate entity?

Check for folders after any uninstalling on your C drive especially a Ubisoft folder in the Program Files (x86) directory.
Any other applications like JSGME will not be deleted in the uninstall so just delete the folder that any applications are in.

Run a registry cleaner after any installation and re-boot your system before installing anything.

New and re-installations should not be installed in the restricted directory Program Files (x86)
