I agree the city has erred in the live streaming exposing military establishments. However, it has become more and more obvious the genie is out of the bottle and there may be no practical way to avoid all instances of unintentional broadcast or photography of sensitive material and/or situations. The pervasiveness of cameras of all sorts is so complete as to be unavoidable. Aside from governmental surveillance such as traffic cams and live streaming setups, like the one in the article, there are countless private security cams and live streams, and, when you count in all the cellphone cams and other cam-equipped devices, it is inevitable some sort of sensitive information is likely to be compromised. And this is nothing new: prior to the attack on Pearl Harbor, the Japanese military, being unable to 'turn' Hawai'ian Japanese and Japanese-American locals, resorted to sending agents from Japan in the guise of tourists who were 'benignly' shooting 'innocent' photos of the naval base and other military installations...

Big Brother is, indeed, watching and we are his eyes...
