Basically how it works is each vessel is worth certain amount of renown(shockingly low, considering how much upgrades, etc costs) and are awarded such when you sink. Renown is awarded for completing objectives as well.
Promotion is based on 4 patrols considered "good" or above.
Did you save and reload the patrol? There is a bug when when reload, sometimes it doesnt count the score as it should.
