those values are all wrong.
As historically corect, both Attack Scope and Observation Scope had 1,5x zoom and 6x zoom. Field of View was about 38 degrees (1,5x zoom) and 9 degrees (6x zoom).
Reticle vertical marks in reality were scaled in mills (miliradians, x10^-3 radians) not in degrees - to measure the distance "on the fly". Distance=Mast Heigth/tangent alpha
If alpha is in radians - tangent alpha = alpha for small angles. So Herr Kaleun can easily count.

There are several mods, especially by Hitman, which repair that issues with graticle/fov/distance/etc. You can also modify file cameras.dat if you know how.
If you have properly scaled graticule, "10" mark means 100 mills which corresponds to 5,7 degrees on stadimeter for 1,5 zoom
Then the following formulas are true for attack scope:
1 mark=20mills
D=H/tan alpha = H*50/(number of marks for 1,5 zoom)= H*200/(number of marks for 6x zoom) = H*1000/(mills for 1,5 zoom) = H*4000/(mills for 6Xzoom)
