I have no "proof", but it might be that Truk is as much of a mess in TMO 2.5 as it was in FotRSU. The only "safe" way to find out for sure is to use the Mission Editor (which will trash lurker_hlb3's Campaign files without some post-editing). You would load-up all of the files of a given time frame you are raiding Truk - which might be over a dozen. You just might find, like we did in FotRSU, that there are over 100 ships attempting to traverse the Truk lagoon, and they're all sitting around staring at each other for the most part, with a bunch of them having been backed into, burning and sinking. It's too much data for the computer to handle. To help that in the future, if you haven't already done this, use LAA. CapnScurvy has a good write-up on its use in Windows10; Large Address Aware; SH4 Install, in which he talks about installing Windows 10 and LAA (Large Address Aware) in it, but it does apply, for the most part, on other "modern" Windows OSes...

If you are crashing while loading that Save file, don't try to run it. The crash probably trashed it. Left a file open, and now it doesn't know when to stop loading stuff... If you're crashing anytime the game loads, let us know, and we'll have you get rid of your Save folder, maybe get rid of the "bad" portion of it and try putting it back in... but consider that previous Save lost and gone forever... probably.
