I think the only way to do it is to talk directly to your Radio guy or Watch Officer and request it through them. Maybe added to add some immersion to actually talk to the crew maybe? I don't know.

Just be sure to be less than 32x time compression (I think) until the "report sent" message is received to verified that it was actually sent.
