Not the $10 billion deficit (which had been $38b when Davis left, not to even mention debt [$50b]) that California runs, but a $25b debt isn't much better. You don't "balance" your budget with loans, unless it's a crisis, and it's been a crisis (in Florida) every year since the mid 1970's. That's how they managed to rack up a $25b debt.
