the game runs in the menu and loads the mission, but crashes about 10% from fully loading the mission.

Classic Windows compatibility problem.

You do not need to touch this.
Your GPU is the same as mine, so look at my 2 pictures at the menus I used and the changes needed if you have not already done so.

Here is another option use it for SH3.
I am sure the problem is to do with Steam and the way your game is currently installed.
