It´s in ...\data\Submarine\NSS_Uboatxx\NSS_Uboatxx.cfg, look for the line StormConditions=
If you edit it to =15,1.0 you can man your gun and flak in 15m/s and heavy rain and fog. Not realistic but you decide when to try, not the game
