Well, GR2 Editor/Viewer is still an unfinished product, and with TDW out of the scene there is little hope that it can be finished any time soon.
Once you know its limitations, you can perform tasks of a certain complexity, but working with it is a time-intensive occupation anyway. Making a list of which tasks it can perform and which not, would take long, but you can always ask here and someone will pop-up to answer your questions
