Yup, got a Samsung 43" curved UHD display and everything runs great and works as it should - except SH4. When clicking within the start menu the little Windows wheel starts turning then stops after about 3 seconds. No error messages at all. It simply fails to launch. The steps I've taken are as follows;
1. With the 43" monitor still attached, deleted SH4 entirely, including cleaning out the registry and reinstalled the game to my G (gaming) drive, no launch.
2. Tried running the .exe as administrator within the SH4 file folder, no launch.
3. Set my 27" monitor beside the 43", plugged the HDMI cable from the 43" back to the 27", SH4 launches fine. Go back and plug the HDMI back into the 43" and try launching it again, no launch.
Obviously there is something about running SH4 on the bigger monitor it doesn't like, but for the life of me can't figure out why it won't even launch with that monitor hooked up, let alone run. I'm running SH4 at the 2560x1440 resolution when it runs on the 27" monitor. I would think it would at least launch on the bigger monitor.
My system specs my help someone narrow it down;
Windows 10 (SH4 for me runs fine unlike some other posts I've seen) 64bit
I7 5390k 6 core 3.5Ghz
GTX 780ti
16 GB DDR5
SSD drive
ASUS 27" UHD 3D monitor
Samsung 43" KU7500 UHD monitor
Thank you everyone. I'd really like to get SH4 going again!

Doing a little research I see that the resolution of your Samsung 43' monitor is 3840x2160. What is the aspect ratio, 16.9 or 21.9? The max resolution for your GTX 780ti is 4096x2160.
While you have the two monitors side by side go into the Graphics options in SH4 and see if you can set the resolution to your 43' monitor although I doubt that will work. The only other thing I can think off is try running one graphics card instead of two. SH4 is a ten year old game and probably will run better on a single card instead of two. Being an older game SH4 was not designed to run under a SLI setup.
Of course, the simple thing is that your present graphics cards just aren't able to handle the larger resolution because your just under the max of your graphics card.
Sorry I couldn't offer up a solution for your dilemma.
