Could be a double mod folder. Make sure the path to the mod in the JSGME mod folder is
Silent Hunter Wolves of the Pacific\MODS\Los Angeles\data and not
Silent Hunter Wolves of the Pacific\MODS\Los Angeles\Los Angeles\data
