If you can find a copy, Norman Polmar prepared multiple editions of his "Guide to the Soviet Navy" for the Naval Institute Press. I have the 5th Edition (1991). The books have a very complete order of battle for ships and airplanes of the Soviet Navy with decent information on strategy, basing, organization, etc.
You can get copies on Amazon from 3rd party sellers for $50-$30 US. The 4th Edition from 1986 is even cheaper.
