The F-104 was designed to
be a US MiG for front line duty after our Pilots experience in Korea (They wanted a small, fast, maneuverable, lightweight, and simple fighter). It didn't go far because it turn out to be inadequate in every mission assigned and ended up being more successful in export.
The F-5 the Army wanted for front line duty but the USAF said no way your getting a fixed wing and we don't want them. So the Kennedy Administration put them up for export.
