I think you may have a problem using the XXI in RuB. RuB, limits you to 1-2 missions at the end of the war (1945). The sub, might be available to "buy" with renown, but you "wait" for 259 days before you can take it on a mission as it was in reality.

RuB can be tweaked to get the XXI earlier / keep for more missions. Make a search and you'll probably find it.
