You would think it would be a master list of all the ships - but you would be wrong.
As long a as ship has a roster cfg in the roster folder (in the appropriate nation), and a ship folder with all the assets (in the sea folder) - then it will appear in game
(Actually I Simplify somewhat. It may also need such things as sound assets, equipment DATS etc... But for the purposes of this discussion let us just say roster and ship folder at minimum to appear in game)
It needs no entry in the names cfg to appear
Far as I can make out the names cfg is used for three things, and three things only
1. What the ship will be named in the recognition manual
2. What the ship will be listed as in the Museum
3. What the ship will be named in your 'Ship Sunk' messages, in the captains log
If a ship does not have an entry in the names cfg, then it's name will default to whatever the ship cfg in the sea folder is called
That is why we have some oddities in FOTRSU like NACA_3 and TL_01
They were never given their own entry in names cfg

Just add entries for the missing ships to names cfg, that should work just fine
