It is not meant to be eaten pure, and in quantities. It is used for seasoning/flavoring other food.. there's also certain cheese that is in need of habituation, so to speak..
Funny enough, Worcestershire sauce and this chinese fish sauce (squid brand) also contain fermented (=spoiled, scruffy) fish like anchovys

The romans already had basins cut out of stone, in which they threw fish rests, to let them rot in the sun and later eat it. Must have been a smelly matter..
