We have a winner! I did the same thing and the FPS immediately leaped to a steady 60. As a test, I restored the other changes (from the post I quoted above), and the FPS began to cycle rapidly from 35 to 60, depending on what I was doing. So there are still some helpful things besides the Nvidia settings that should be done, although the Nvidia change is the most important by far. I'll play around with this some more, and report findings.

To emphasize the key point from Markus' post: You need to go into the Nvidia Control Panel and make sure there is a setting specifically for SH5, AND that setting specifically uses the Nvidia card instead of the mainboard graphics processor (there's a selection box for this). And don't forget to "Apply" the changes!
