A commander that doesn't command you may be strange, but does anybody force you to give medals and assignments, just because you're “allowed” to do it?
Be a self controlled, free decision maker and do what you think is appropriate.
And if you think, it would be some kind of cheating - and you refuse to do so, simply deny you the cheat and rule yourself.
We see some sort of anarchy here - the absence of rulership - and you are obviously not used to it and slightly overchallenged.
