Europes underground is either mafia (and russians and italians will rather skin the terrorists rather work with them) or small scale operations partially linked by a smugling ring.
S. America has barons and they're called that because they own estate and fiefs and I doubt they'll shy away from some free gold just to hide a few nutjobs from the already bought police.
Not to mention the police. I wonder which already bought cop won't mind some money just to let a few spoiled western tourists die.
