I don't like the fan shot just because I have the impression to suffer a premature detonation of one eel more than often.
Shoot any sequence of tubes, there is no rule to follow.
But you may want to consider the speed settings of the loaded torpedos - in repeated single mode as especially in the fan shot mode.
