Default Fix suggestion

I had this problem too.

Right click on your sh3.exe → properties → compatibility (set to Vista or XP) → Check "Always run as administrator" → Apply → Done.

Hope this helps. Oh and running program as admin is optional (for me at least) but if you continue to have problems then keep it checked, the compatibility is a must however.
