Something similar happened to me one time. I was also using NYGM and was submerged to avoid destroyers after hitting a convoy. I saved the game for the night and when I loaded back in my conning tower was manned. I was about 80 meters down and when I checked the outside view, sure enough four men were standing in 80 meters of water at 9 atmospheres of pressure, with binoculars, scanning the ocean!
At the time I didn't know what to do so I left one guy there (you can pull three down into the sub, but if you pull the fourth they all four head back topside). The next DC that came close killed the poor sucker.
Now I realize if it happens at periscope depth, then when I reload and they're on top, order periscope depth again and they will drop down. I assume the same would work when fully submerged deep, just order a chance of depth. Maybe that works. Or order persicope depth then quickly change it back to where you had it.
A very odd bug. It's like the game can't imagine anyone saving when not on the surface.
