If I am not mistaken ISE #2 waves and clouds has a scene.dat that will overwrite ISP making ISP not work as advertised.

Not to mention that the scene.dat from ISE changes RFB enemy AI, how much I couldn't tell you.

ISP's scene.dat is configured to work with RFB so it's ok to overwrite that one.
