Yes, and most incredible thing is that there is always "the second chance". About ten years ago there was case of (not-so-)gentleman who was on police's custody on suspicion of muder for
third time. He got conviction of murder, was pardoned, commited another within month, got convicted , pardoned and (according to police) commited anaother murder within a week...

I didn't follow that case any further so don't know if he was convicted or not.
