There is also the question of being used to it. In Montreal, we get an average of 6-7 feet of snow every winter, so the city is equipped with enough snowplows and salt/abrasives for the road. Even in a blizzard, the highway department keeps the main highways open.

Every driver has snow tires and knows how to drive in winter. Most have 4wd vehicles. Winter driving is a skill you have to practice regularly, even with snow tires and 4wd, your car reacts differently on snow and ice. If you are not used to it, it will easily spin out.
