You have 2 options on this one.
A certain mod you are using turned off the music within the game menu. If so, this is an easy one to solve.
Or, the mod has removed/replaced the files involved which you can find in the SilentHunterIII\data\Sound\Music folder. In this case you'll need to get the orginal files back.
