Thank you for pointing out my confusing title. Yes, it is Silent Hunter 2.
BTW, this post is related to what I was asking:

Unfortunately, as the old timer Sailor Steve mentioned, there is no free camera in SH2. Only the external view that is tied to a ship/submarine.
