I thought they just had a bunch of laws and precedents that no one every bothered writing down in one place?

You need to write this stuff down. In the US any change to the Constitution needs not only approval by a majority of the Legislature (both houses) but a majority of the states by vote. I don't want to sound like a jerk but I think that just a better system.
Minimum of 3/4 majority of the states to be precise, TLAM.
