Well, the first thing you need is something called the JSGME (Jonesoft Generic Mod Enabler). You can find it
here. Please be aware that most mods nowadays are geared towards v1.5 of SH4. This happens to be the latest version BTW. You'll find directions on how to use the JSGME on the linked page.
