You need to click on the sub system panels to show the English translation as in the picture.
Here you can see the translation telling you that you are looking at the observation periscope.
When you said "mountains" I think this a fog bank.
I have noticed that fog is shown as a thickness of depth on the horizon.
Light fog would be a narrow band and becomes deeper as the fog gets more dense.
Heavy fog I would expect to be around 800 to 1000 metres from the bridge.
More restricted when viewing through the periscope.
The moon,stars and heavy precipitations in heavy fog makes no sense at all and would not be possible.
Others may have a different view on this as I am not a meteorologist but using logic.
I have noticed with real navigation that long gaming sessions seems to add some corruptions to the plotting when game saves are not made.
For example the plot shows you have a coast line on the right but from the bridge you can see that it is on the left.
When you save and load the game again the plot has now moved to the left exactly as you saw it.
I have actually beached my boat before now because of this navigation error.
The reason why you cannot use the binoculars when at decks awash (DA) is to stop you cheating and using (DA) too frequently when in reality you should be traveling fully surfaced.
By the way you are in Wilhelmshaven not Kiel.
