The value corresponds to a \data\Menu\en_menu.txt entry. The entry must be exactly the same spelling of the naval base in the Campaign_LND.mis layer. One more time, the en_menu.txt that is referred to on the Basex_x= line must be spelled exactly the same as the naval base placed in the Campaign_LND.mis file. Otherwise, your boat will spawn at 0 degrees and 0 degrees. Equator-Prime Meridian Intersection.
