Can some send me to a post with explicit directions on how to accomplish this mission.

I can see the orange-red smoke about 20 feet from my sub with the binoculars.
I can even see the pilot bobbing up and down through the binoculars.
Bearing 290
Range 100 yards or less
All stop

Lifeguard Ring is not lit up.

Questions:
Does the Binoculars have to be centered on the aviator?
How close do you have to be to him?
What do I do next?
