That's not "a ring of dirt", but the gradual decrease of the light tramsmitted from a group of lenses, going from the center of the optic to the edges. In optics it is called vignetting. Normally this is barely noticeable, but all the original pictures of WWII scope views show this phenomenon to some degree.

IIRC other scope mods as well as stock periscope masks got this effect right. Try looking at them for some clues on how to achieve the same.
