Off duty embassy guards seems most likely. Assuming the information that they are Marines is correct.

They may been servicemen on holiday from the U.K or Germany perhaps or embassy guards as you said. Either way, kuduos to the two men who subdued the heavily armed attacker. One of the Marines was injured in the attack. Hopefully he and the others injured will be alright.
