Sonar reports loud explosion on his bearing, with my 3rd fish just leaving the tube, I shut it down and head south.

Any idea how to recon the rebels surface in Petropavlovsk mission (Campaign mission 1, 688i)? Do I sneak between the ships to the harbor bay and mark the 2 Udaloys or just send a UUV to pick them up?
