It's not by choice, but as a workaround for when the stadimeter seems to not work with the UZO/attack scope when at decks awash/high waves.
That said popping either scope up just enough to see over the deck hardly makes your profile more visible and the choice of 1.5x or 6x magnification vs. the UZO having only 7x can be beneficial in certain circumstances. The UZO also can't pitch upright to scan the skies. Also, and I can't seem to find historical info on this and would welcome any, though in-game the UZO has full 360deg rotation with unobstructed view, the location of the pedestal makes it seem like it would be impractical to use at much more than 90deg either direction off the bow if it was actually capable of doing so.
