Yeah, they had the plant at Vemork, although we managed to break it sufficiently that they declared it too much of a security risk to develop heavy water in Norway and moved production into Germany.
I've heard of the Japanese plans, also IIRC they considered sending out the plague to California, or something similar that Unit 731 would have cooked up during their human experimentation.
