In the Stock game yes, I'm
only 99.9% sure it is "like in the U-boat missions" because I only play the US boats in the Pacific. Some mods change them or remove some.
There are two types of Abilities, one is all the time and the second is only for a 'short' specific amount of time. If that is how the U-boats have them, they are similar.
