i use photohop and paint shop.
resize the screenshot,either use hi-spot plug in (free) to turn to b&w/sepia or image/mode/greyscale in photoshop 7.
then still in photoshop i go to filter/texture/grain and mess around with the vertical/horizontal presets.
then i use paintshop to to draw the scratches and marks(i prefer paintshop for this but doesen't matter)and select each one and use motion blur on them.
then add a little bit of noise and sometimes add blur to the whole picture.
just mess about with em'.
but that hi-spot filter is pretty cool :|\
