I dunno, I doubt that they're actively working towards population control or something like that like Alex Jones has put forward, however I think that Ferguson and Baltimore has probably rattled the government a bit, and they're looking at how to respond to a widespread uprising.
The map, if official, is a bit concerning, although accurate but also it would depend on exactly what the situation was...if it was the dreaded, infamous, revocation of the Second Amendment scenario then that map would be pretty accurate. Other situations, maybe not.
Still, it's something for Jones to chew on and shout at the radio about, I suppose. Personally I think it's to do with the...oh, what was it now...Communist Nazi FEMA dentists in black helicopters? Something like that.
