If it was just in a ghost town, I would understand it. But the fact that they're doing it in live communities is a little unsettling.

Like the military expects to be doing this for real soon.

That said, I do think it is a good training exercise for the military, in the event of, say, occupying a territory. Although, people are probably going to have to be waking up a lot earlier to get to work.
