Not sure what they mean by "most" it certainly had a good amount of real stunts but for example some of the crashes where CGI there's no way to have some of those without killing someone. But they blended it very well the points where they had to use CGI. That's good though as most films everything but the most basic driving is CGI. They did a good job only using it where they had no other way to make the effect work.
In my opinion outstanding special effects and stunts in Fury Road the best I've seen in years. Maybe only Terminator 2 and The Abyss are comparable(meaning in 1991 for T2 and 89 for Abyss at that time it was very impressive I'm old enough to remember T2 espically that really blew !y socks off).
EDIT they probably are comparing the typical CGI in a Hollywood film in that case I'd agree.
