Steam
had been selling the SH4 (version 1.3) as its basic download. As far as I know, they still are. Version 1.3 is a terrible version of the game, that required version 1.4 to fix some of what 1.3 changed. Why does Steam do it? To get you to purchase their second offering...... their U-Boat Missions Addon download (version 1.5) for extra money!
