The reported bearings are relative to your boat.

The good news is that everything that gives you a bearing is also relative to your boat. If you have a contact reported at 220 degrees, and you swing your binoculars to 220, you're looking at him. If you put the periscope on 220, there he is. If you put the sonar or radar on 220 degrees, you'll pick him up.
